Over time the "recipe" for English Breakfast tea has changed due to economic a political shifts for tea sourcing. What you can count on is a classic English tea best enjoyed with milk or cream and sugar. (BOP refers to broken leaf and OP refers to orange pekoe which is a color term not a flavor term).
